Why a Roadmap?
Dear Arizona Voter,
The integrity, security, and consistency of our elections are not only vital to the continuation of our republic, but a rare quality that has contributed to our role as the world’s “shining city on a hill” and beacon of freedom. In precious few other countries can voters count on regular, fair elections and peaceful transfers of power.
But today, our elections are in question like never before. National polling indicates that a majority of voters believe cheating affected the outcome of the 2020 election. The recent election audit exposed weaknesses. Gaps in our policy and the failings of our elected officials have opened the door wide for fraud — intentional and unintentional — and we have a responsibility to act at every level now to ensure this never happens again.
We believe that a commitment to election integrity calls for more than words. Everyone has a part to play.
To that end, we, the undersigned legislators, commit to taking an active role in passing the robust legislation detailed below, intended to close loopholes in our laws, allow only legal voters to vote and legal votes to count, hold our officials accountable, and penalize lawbreakers.

The Plan
To ensure secure elections for the people of Arizona, we the undersigned propose the following:
Legislators must immediately introduce and pass laws to do the following:
Roadmap to Restore Election Integrity
BEFORE THE ELECTION
- Restrict use of emergency voting centers to situations where large numbers of voters will be substantially impaired in their ability to vote on election day, including:
- War
- Civil unrest
- Natural disaster
- Require county recorders to receive approval from their Board of Supervisors before establishing emergency voting centers in a public meeting, not in executive session.
- Require transparent election manuals that are written to favor maximum security, not the chief election officer’s politics.
- Require state agencies and counties to collaborate and share changes in address, tax, and death records.
- Empower and fund election officials to contract with other providers of data to keep voter rolls clean and accurate.
- Clarify that state law prevails over the election manual when the two are in conflict.
- Forbid County Recorders from running political action committees (PACs) out of their election offices.
- Institute a deadline after which election officials may not change dates, rules, and procedures in the absence of an emergency declaration for war, civil unrest, or natural disaster.
- Outlaw foreign dollars in any Arizona elections, overriding an FEC ruling allowing foreign money to fund ballot initiatives.
- Require proof of citizenship to register to vote.
- Continuously update election laws to respond to new election technology.
Roadmap to Restore Election Integrity
DURING THE ELECTION
- Require County Recorders to publicly post and regularly update the following information on their public websites during an election: 1) number of ballots requested, 2) mailed by county, 3) received, 4) duplicated, 5) spoiled, 6) provisional ballots and 7) voters’ determined intent.
- Support the Arizonans for Voter ID Act citizen initiative requiring valid photo identification for all early, mail, and in-person voting and ballot replacement centers.
- Prohibit the use of unsecure drop boxes for early ballots and establish that early ballots may only be dropped at manned locations where ID is required.
- Require a paper receipt to be issued to voters who cast a ballot in-person early or day-of.
- Require that election equipment be manufactured in the USA.
Roadmap to Restore Election Integrity
AFTER THE ELECTION
- Require County Recorders to post a record of votes cast and other critical data points prior to certifying an election and sending electors to Washington D.C.
- Raise standards for list maintenance, document preservation, security and written chain of custody.
- Establish uninterrupted video feeds at all ballot tabulation centers with penalties imposed on county officials when interrupted.
- Significantly increase (or establish) penalties for election officials who violate election law in order to dissuade illegal or negligent behavior.
- Institute increased penalties for ballot harvesting.
- Establish public reporting mechanisms for ballot harvesters.
- Prohibit the federal government and the Department of Justice from interfering in Arizona’s elections.
- Penalize counties who alter public records by wiping databases that store voter data and election related information.
- Establish a citizen audit review board.
- Require the Secretary of State to take ballot harvesting violations to the Attorney General.
Holding Officials Accountable
Of officials responsible for Arizona’s elections — or seeking that office — we have the following expectations:
For the
Secretary of State
- Operate within the parameters of the role of Secretary of State.
- Refuse to use the office as a platform to advance personal political objectives.
- Conduct voter registration operations in a way that doesn’t favor one political party.
- Produce an Election Procedures Manual that is written to create maximum security and not conflict with existing state law.
- Provide oversight and guidance to county election officials to restore and encourage consistent, transparent, and accountable practices across the state…
- Ensure that county recorders have the money to maintain clean voter rolls.
- Avoid changing rules, dates, and procedures at the last minute, causing confusion to voters.
- Communicate clearly with voters and make relevant information about changes, voting, and election results easily and publicly accessible.
- Ensure a smooth implementation of changes between the state and the county to eliminate confusion for voters.
- Restore confidence to voters that the election is secure, honest and fair.
- Provide sufficient and frequent training to election officials and volunteers.
- Ensure the legally required pre and post-election audits are conducted across the state.
For The
County Recorders
- Operate within the parameters of the role of County Recorder.
- Refuse to use the office as a platform to advance personal political objectives.
- Keep the voter rolls clean.
- Return to smaller precinct voting over large voting centers.
- Not utilize voting machines previously connected to the internet or able to connect to the internet.
- Conduct voter registration operations in a way that doesn’t favor one political party.
- Commit to only establish emergency voting centers with approval from their Board of Supervisors and in the case of war, civil unrest, or natural disaster.
- Publicly post and regularly update the following information on their public websites: 1) number of ballots requested, 2) mailed by county, 3) received, 4) duplicated, 5) spoiled, 6) provisional ballots and 7) voters’ determined intent.
- Establish uninterrupted video feeds at all ballot tabulation centers.
- Create a publicly detailed chain of custody for document preservation post-election and post it online after election.
- Restore confidence to voters that the election is secure, honest, and fair.
- Train deputy registrars and provide additional oversight at the polls from observers.
For The
Boards of Supervisors
- Operate within the parameters of the role of Supervisor.
- Preserve the integrity of all ballots and election documents.
- Not utilize voting machines connected to the internet.
- Restore confidence to voters that the election is secure and fair.
- Host open door meetings where the public can comment and publish agendas beforehand.
